Order of the Court is not an adequate method of
dealing with undesirables of the type

mentioned in paragraph above and that
it had, therefore, become necessary in
the interests of public safety, peace
and good order to have recourse to the
more direct methods defined under the
Hong Kong Deportation Ordinance.
He
added that there was no racial issue in-
volved, and that the provision of the
Ordinance to which the Government of India
took exception was not confined to any race
or class.

as to the reasons for the decision reached
on the point in question in relation to
China,
